Moving to Town

Welcome Neighbor!

If you’re new in town, we want any surprises to be good ones. You should know about certain laws and procedures that may differ from other cities and states.

In Illinois:

  • Driver’s license change of address within ten days of moving here.
  • Vehicle registration change of address within ten days of moving here.
  • A graduated driver’s license system exists for people under 18.
  • Front and rear license plates are required.
  • Right turn on red allowed after a complete stop, unless posted otherwise.
  • If you use your windshield wipers, your headlights must be on.
  • Windshields may NOT be tinted.  
  • Passing a school bus with its stop-arm extended is a $150 fine and three-month driver’s license suspension
  • The operation of a vehicle with a sound amplification system that can be heard from 75 feet or more is subject to a fine.
  • There is also a law against excessively loud exhaust systems.
  • The breath alcohol content (BAC) limit is .08% (.00% for drivers under 21).
  • Traffic stop data is collect to combat racial profiling and bias-based policing.
  • The speed limit in cities is 30 MPH unless posted otherwise (15 MPH in alleys).
  • Curfew: Those under 17 must be in by 11:00 P.M. Sunday through Thursday and by midnight on Friday and Saturday.

LaSalle Rules/Regulations

  • Burning---open burning is banned and subject to fine.
  • To rent residential property in LaSalle, the owner must first obtain a rental license, for more information call 815-223-3755
  • Grass may not exceed more than 6 inches in length and clippings may not be blown out into the roadway.
  • You may only park across the street from a driveway if the road is wider than 30 feet.
  • You may not park within 15 feet of a fire hydrant.
  • Don’t park against the flow of traffic or over 12 inches from the curb
  • 3 hour downtown parking
  • Vehicle must be removed from the roadway within 24 hours after 3 inches of snowfall.
  • Dogs and Cats must be licensed and can not run loose or bark excessively.
  • House numbers must be visible from the street.
  • Code enforcement/Inspection---Complaints of substandard housing, weeds, garbage, graffiti or other building code violation may be reported to the Building Inspector 815-223-2980.

Abandoned Vehicle Reporting Criteria

A vehicle may be reported as abandoned if it meets one of the following legal criteria:

Public Street or Alley:

  • The vehicle is inoperable
  • The vehicle has no valid license plate or temporary registration sticker

After we receive your report and confirm the information, we are required by city ordinance to place an orange abandoned vehicle sticker on the car.  If, after seven days the owner has not brought their vehicle in compliance with the law, the Police Department will make arrangements to have the vehicle removed.

Private Property:

  • The vehicle is inoperable
  • The vehicle has no valid license plate or temporary registration sticker
  • The vehicle is not parked on an improved surface
  • The vehicle has been left on private property without consent of the property owner

After we receive your report and confirm the information, we are required by city ordinance to place an orange abandoned vehicle sticker on the car.  If, after seven days the owner has not brought their vehicle in compliance with the law, the Police Department will make arrangements to have the vehicle removed.

Note: If the vehicle has been left on private property without the owner's consent and the property owner requests the vehicle be towed, the vehicle may be towed immediately with no prior warning or notice to the vehicle owner.
