What We Do |
Our most frequent customers are building owners, developers, architects, engineers and members of the construction industry. Anyone who intends to demolish, alter, build an addition or erect a new structure must obtain a building permit from the City to ensure that the resulting house, loft, apartment, office, garage, house of worship or any other residential, commercial or industrial structure complies with all applicable laws.
Building permits are MANDATORY for new homes, additions, alterations, demolitions, garages, fences, storage sheds, decks, porch, sunrooms, canopies, signs, accessory buildings, in-ground and above-ground pools, some interior remodeling, new commercial buildings, changes in roof trusses, and fuel storage.
All buildings require an architect’s seal. We will accept a structural engineer’s seal in place of the architect’s seal in cases where the building is primarily a structural shell.

When is a building permit needed?
A building permit is needed for all new buildings and improvements to existing structures such as fence additions, decks, sheds, balconies, canopies, and awnings, swimming pools, garages, driveways, concrete patio slabs, temporary and permanent signs, carnivals, outdoor lighting, low voltage alarm, antenna, TV, CB, and Ham Radio systems.
How do I request and/or schedule an inspection?
To request an inspection by phone contact (815) 223-6344, you may leave a voice-mail with a call-back number, the address of the property to be inspected, and the permit number. The inspector will contact you with available times. Generally you should allow 72 hours from date of request to an inspection.
What forms of payment are accepted for permits?
Payments are accepted in the form of check or cash. |
Residential Rental Program
There are three steps to licensing a rental property. More information is available by contacting Permits and Building at (815)223-6344 or (815)223-3755.
- To apply for a rental property license you must first complete and return the "LICENSE APPLICATION FORM" to city hall including a $30.00 per dwelling unit inspection fee. Remember to make copies of each application form for your records.
- After the application form has been verified and processed, the building inspector will contact you or your designated agent to schedule an inspection.
- Once the inspection is complete and assuming no violations have been found you may expect to receive a license in the mail within 12-14 days of the date of inspection.
- Rental licenses are valid for one year
